There must be something special in Time Lord history about being ginger. (Maybe ginger Time Lords have Magic, or are able to sexually reproduce?) It could be a reference to Alan Dean Foster's Flinx series. And either it's the aesthetics about being "naturally" ginger where one's skin tone, & eyes go with the hair or The Doctor feels that it's cheating to use dye.
