The entire plot of CoE was a train wreck, most of it made no sense. The rest of the world wouldn't have given up 10% of their children just because the British PM said so. It was an illogical premise from the start. RTD just wanted to have horrific 'drama' like the murder suicide, Jack killing his grandson, Jack being buried alive in concrete. It was all for the 'shock value', and Jack and Ianto were supposedly the 'comic relief'. The whole thing still disgusts me.
It was like a deliberate taunt of the Ianto fans, since RTD thought all Ianto fans would just LOVE Ianto's dying declaration of love, and when we hated it he made fun of us.
RTD is just a poor writer obsesses with 'realism' that's never realistic and 'drama' that comes from killing characters and making them miserable. He likes to leave viewers feeling depressed and hopeless because his heroes are helpless. Except Gwen of course, who can miraculously do everything and never regrets anything. (I'm in a grouchy mood today, you may have noticed. CoE and RTD bring out the worst in me).
