Jack was SUPPOSED to be the leading character, that was what the BBC wanted, an ensemble show with Jack as the star. RTD of course immediately started twisting the show's premise to turn it into the show he wanted to make (Excalibur) which nobody wanted to finance. This is why Torchwood ultimately failed, because RTD wanted something that wasn't what the viewers wanted.
