The paper hats were actually the easiest thing to make, took no more than half an hour to make them all. The hard part was measuring the heads so I knew what length the strips of paper would need to be. Even so, some of them kept slipping down over eyes or were slightly too small, and several kept coming unstuck. Next time, I'll use double-sided tape to stick them, it's more secure.
