RTD was trying to push Jack/Gwen, but people weren't biting. Jack was right to push Gwen back towards Rhys. He hired her because she had a life outside Torchwood. He thought it would give her a different perspective. If she'd broken up with Rhys she would have lost what made Jack hire her in the first place.
